The main impulse of the study is based on the belief that public health issues go far beyond just the medical, legal or managerial aspects and classifications that are being actively developed in interdisciplinary discourse. Touching upon fundamental philosophical positions, the problematics is considered in the unity of socio-political, socio-legal, socio-traditional, historical and cultural, individual psychological and other aspects, in the perspective of which the management component can be crucial for a person in certain historical circumstances. Based on the methodology of public administration, the social structure of public health is analyzed, taking into account the real diversity of its features and available resources.
